Abstract: Types of qualitative research approach through Phenomenology, as results showed that the concept of citizen services assisted on correctional facility need to focus holistically, besides various improvements should be done either from the aspect of management, service aspects, aspects of the construction of human resources through the synergy between all the components are integrated, in addition to that aspect of the humanistic approach to building citizens is very important so it will be a harmonious relationship between chick all components in the correctional facility.
