In an era characterized by rapid urbanization
and evolving regional development priorities,
understanding the nuanced dynamics of different
localities is paramount. This paper presents a
comprehensive framework for creating a composite index
at the block level, which is essential for informed policy
decisions, urban planning, and resource allocation. We
outline the significance of this work, the methodology
